multiple blogs and multiple users

Hello.
I’m trying to set up 15 or so different blogs, with 15 different users. I understand how to make all the blogs by copying the WP files to individual folders, but how do I set the permissions so the user jsmith can only edit his blog, while rjohnson can only edit his blog?
