Multiple Blogs On WordPress Multisite

I’m wondering how this plugin can be set up so when a new Site is created in WordPress Multisite, all the White Label settings will copy across…

And just as important, that the New Site Admin WON’T be able to access the White Label CMS settings to changes or to activate/deactivate it from the plugins menu?
