Multiple Groups or Sending Notifications to Individual Users

I’m wondering if there’s a way to set multiple groups for a user or to send notifications to specific users instead of by group.

i.e., I want “User A” to receive certain notifications for being in group “Editor,” but I’d also like to send “User A” other notifications that the entire Editor group shouldn’t receive. So if there’s two post categories, “Fruit” and “Vegetable,” and all members of the group “Editor” receive “Fruit” posts, is there any way to get “Vegetable” notifications to “User A” but not also to the rest of the “Editors?”
