Multiple signups blocked from corporate network

I created a subscription form and we are testing within a department. After a few people attempt to signup, they get an error message stating to fill in all required fields, also we are getting another message stating “You need to wait 122880 seconds before subscribing again”.
This is a huge issue, please look into this. I am thinking it’s related to our users under the same public IP in the corporate network.
