Multisite – activate global or by subsite

Hi,
I’m using version 5.4.9 on a WP4.0 multisite. I want subsites to activate and control their own photos. I have added the line to wp-config.php: define( ‘WPPA_MULTISITE_INDIVIDUAL’, true );

Do I activate the plugin global or per site?

I’m having issues with the plugin.
