multisite capabilities

    If I allow superadmin cappabilities to another role, the new role will be able to use them?

    example: an author would be able to crate_sites if with a role plugin iI do activate that cappability? or superadmin cappabilities just work under SuperAdmin role?

    I think you know this, but to be clear, there is no “superadmin” capability. The superadmin role is assigned several multisite specific capabilities.

    You can assign any of those capabilities listed in the link to any role. Then users with that role will be able to do the described action. FWIW, specific capabilities can also be added to individual users regardless of their role, though I would not expect a roles plugin to do this. You likely need custom code to do so.
