    Think I figured it out:

    On line 41 of osc_foundation_shortcode.php change:

    add_action('admin_menu', 'osc_efs_add_admin_menu');

    to

    add_action('network_admin_menu', 'osc_efs_add_admin_menu');

    And the EFS appears in the network admin menu
