Multisite – installed and activated but menu "LogIN|OUT| not on menu

Multisite install. Network Activate.

The configuration item in setting is in the site but the menu items do not display on the pages.

Not sure where to look next. BAW Login Logout crapped out on Logout redirect with multisite and I was hoping this would work.
