Multisite Network Activate/Deactivate – is there documentation?

I’m looking for documentation on how to use the bulk options when Snippets is installed on a multisite environment.

Specifically…
When the network admin creates a snippet on the network admin page, there is the option to network activate/deactivate. How exactly does this work? When I use that on one/several/all of the snippets sometimes I can see that something has changed and other times, I see nothing. Also, what should be seen on each of the network sites?

And how does the network activate/deactivate work with the “Allow this snippet to be activated on individual sites on the network” option within each snippet?
