multisite options

    As is possible to config the apikey in wp-config like define(‘SHORTPIXEL_API_KEY’, ‘APIKEY’);

    is it possible to activate or deactivate other options? I have an installation with 300 sites and I would like to be able to decide which options are enabled or not from just one place, if possible.
