Multisite or multicategory

I’d like a site where either one of the following is possible.
1) Each category appears like it’s own site with sliders, widgets sidebars etc. See the following site and click on NBA or NHL to see what i mean. is there a simple way of doing this?
2) A WordPress multisite option that does the same It would be a professional sports league site, like the nba.com, where again each subsite appears like their own yet content is shared between the league and team sites. (click below and then click on a team site.
The ultimate goal is to have a centralized site where the league controls it all, but allows teams to have either a subsite or a category that appears like another site but they only have access to that category or subsite.
Can anyone point me in the right direction?
