Multisite question

I am wondering how can i enable wordpress’s multisite feature ? I checked but couldn’t find Tools -> Network.

I am planning to create some blogs as subdomain like a.domain.com b.domain.com c. domain.com . I will own and control the blogs at subdomains and blog registration wont be open to public.

So should i use WordPress MU or WordPress Multisite feature ?
