Multisite settings

This plugin can be network activated for a WP multisite, however the setting is per-website. Is there a way to preset it for all websites within the network, so it can’t be changed on the inidividual websites? If not, maybe you could consider adding such an option (I realize it’s a bit of a niche). Additionally on the other hand an option like “Do not clean filenames” in the settings would be nice, because right now if this plugin is network-activated (which means it can’t be deactivated on individual websites) there is no way to disable the filename-cleaning on individual websites.
