Multisite setup

I am trying to set up a multisite network and have a few questions related to our set up options.
1.) Is there a way to prevent site admins from changing sending method? (I don’t want people sending from our server. I want to force all to send through my sending service only).
2.) Is there a way to limit the size of email lists in subsites and how much they can send? (If I’m going to be paying for all subsite emailing I don’t want them taking advantage).
