Multisite Universal Menu – Hestia Theme

Hello:

I am trying to figure out how to add a menu area above the current built in menu. This menu would essentially be a mega-menu that would go on all of the subsites.

Unfortunately I cannot figure out how to get it to be static at the top of the site given the site’s main menu is one that sticks when you scroll.
