Multisite User Roles Destroyed

I am in a RPD phase, and not sure what I did, but my user roles/management crapped out.
When I add a user on subsites, I am not able to select the role, and I get the following error:

In my site 3/users dashboard page I get the following debug error message:
Warning: array_keys() expects parameter 1 to be array, boolean given in /home/netops/public_html/wp-admin/includes/class-wp-users-list-table.php on line 316
The user page count reads All = 7 users but only six display. On my main site, I do not get the above error message on the page, but again the count/display is the same.
The main site does not give me error messages when adding the user, and returns a successful add, but again does not display the user on the page.
The client demands that the site not be visible, so I can’t share a link, but any suggestions of cause, solution, or further sources for info is greatly appreciated….
My search has yielded nothing that relates to this, and troubleshooting has yielded no changes…
