Multsite compatibility uncertain

One multisite uninstalled correctly, while the other refused to uninstall due to false error stating: “You cannot delete a plugin while it is active on the main site.”
Plugin was never activated on main site.

Fix was the following:
https://website/wp-admin/plugins.php?return=/wp-admin/

then deactivate and delete
