Must be logged in to comment despite disabling this in settings

Hi,
I have a newish blog and was wondering why no comments despite quite a bit of traffic, then I noticed the comment section states you must be logged in to comment even though I have unchecked that box in the settings.

I have read a few threads from others with same problem and still cant find a solution.
