my account register password issue

when trying to register a new customer account, after entering an email address, when trying to create a password according to the specified directions ie “Hint: The password should be at least twelve characters long. To make it stronger, use upper and lower case letters, numbers, and symbols like ! ” ? $ % ^ & ).” it keeps saying “Weak – Please enter a stronger password.” and won’t let the new customer register.
