As a Free user:
You could add an Image layer
https://smartslider3.helpscoutdocs.com/article/361-image-layer
and select an Arrow image with transparent background.
Then you could add the HTML ID:
https://www.w3schools.com/html/html_id.asp
of your Content below ( which is outside of the slider ), where you would like to jump after clicking the Arrow image. In this way the ID would be used as an anchor.

For example: if you have an image layer and you have an element with the #nextContent id then you could add the:
#nextContent
at the Link option of the Image layer:
