My blog looks totally different when I'm logged in vs/ logged out

My blog looks completely different when I am logged in vs. when I am logged out. It is not a cache issue as I cleared my cache on multiple computers to check.

It looks like none of the CSS work I have done (which I can see when logged in and loading the page) shows up on other people’s computers (doesn’t matter which browser –i checked on chrome, safari, and firefox). Also my sidebar is not showing up at all.

In fact it looks completely unformatted, and has a bizarre blue menu bar that almost looks like it belongs to a mobile theme. The thing is I went through my plugins and deactivated all mobile plugins and it still looks like this.

My concern is that when WPbeginner’s transferred the blog that maybe they did not delete / re-route my blog with my domain name, so now I’m seeing a bizarre hybrid version of the site I left behind, and the new site I’m posting from at the same URL. Is this possible at all?

Help would be so appreciated!
