my pdf links are not working properly

for some reason when i try to link a pdf file manually or with the upload inline editor… i get a funny piece of code that attaches itself and gives the wronf file path???

i ahve never had this problem before and i manage a couple of different wordpress sites?

what is it… it adds the following to the link it should only be https://www.instituteofevangelism.org/images/enrolment_appl.pdf

but then adds the first bit??

https://www.instituteofevangelism.org/mint/pepper/orderedlist/downloads/download.php?file=http%3A//www.instituteofevangelism.org/https://www.instituteofevangelism.org/images/enrolment_appl.pdf

i am totally confused please help me as this site needs that particular pdf?
