Our Development Team has checked this case.
If you are currently using the?Cache?plugin, please?clear all the?caches,?and check the case again. Please make sure, the?cache?is not generated on the page, where the given popup is located.
We would recommend you make a?DB?backup?for your safety (you can use?UpdraftPlus) so as not to lose your data.

Please clear the caches, check the case again and let us know about the outcome.

However, in case you are not using the Cache plugin, please take screenshots of the options of the General, Settings, and Limitation Users tabs for further investigation of your case.

We have checked the screenshots and noticed that you haven’t enabled both the Display for logged-in users and the Display for guests options.
This is the reason the popup is not displayed for logged-in users and guests.

Also, please note, that as the Display popup once per user option is enabled, the cookie limitation works here, which is why each user can see the popup only once.?

As you have enabled the?“Display popup once per user” option before, it saved the cookies on your computer and you can’t delete the?cookies anymore.?
That is the reason the popup is not displayed for you.?

For now, you can create a new popup or try to check this case via another?browser and you?will see that the popup can normally be displayed on your website.

Please head to the Popups page > particular popup > Settings tab and insert the 0 value for the?Display once per session option. Then, save the changes and check the case again.
