My register page keeps popping up

    Here is my problem:

    When I go to multisites, I see:

    madelinehatche.imhereworld.com
    Edit | Dashboard | Deactivate | Archive | Spam | Delete | Visit
    2015/06/29 2015/06/29

    How do I prevent these people from creating their own multisites?
    They shouldn’t be having admin permission.
