I have made an adjustment on our end that will fix the issue.

You can now add a non-commercial stats plan by going to:

https://wordpress.com/stats/purchase

You will be given the option to contribute to Jetpack Stats, but if you prefer to continue with a free plan, you can move the slider all the way to the left.
