It does!

Every individual machine calls itself localhost, so any machine other than the host machine will try to load CSS & images from it’s own drive and not the host’s.

You need to use your proper domain name for the site and WordPress urls:
https://codex.www.ads-software.com/Changing_The_Site_URL

@esmi im not totally sure what you mean. but on the server computer, i can type the actual url *domain only not including localhost* and it will load up fine. https://www.prizesarefree.com
but using a different computer, it wont load any of the CSS or images.

Also i thought WAMP can be used for online purposes, but here it seems to differ from what i was thinking “https://www.ads-software.com/support/topic/wamp-vs-5-minute-install?replies=3” was talking about using wamp for offline purposes only. I thought wamp can put pages online. i used to have apache and php all installed on the same server, then uninstalled it to use wamp instead.
