    Do you maybe have Fastest Cache as caching plugin? That looks like a caching redirection. Probably clearing the cache will solve it, or otherwise try deactivating it for a while.

    I would leave Mixed content fixing active, the other are only needed when no .htaccess redirect is available. You can leave them on though, doesn’t hurt.

    Debug is normally not needed.

    So turning on:

    Enable javascript redirection to ssl
    Enable WordPress 301 redirection to SSL

    Won’t hurt anything either way?

    Doesn’t hurt. Normally I would leave the javascript off, just for a few bites of html less.
