The robots.txt file will only exist in your filesystem if you put it there. WordPress does not include this file for you.

If you have no robots.txt file, WordPress generates a default one on the fly when the file is requested through a browser or by a search engine.

WordPress generates a default robots.txt file dynamically. If you need to use a custom one, create it and upload it with FTP to root of site. If one exists in root, that will override the dynamic one.

Make sure to resubmit the change (to Google, etc.) of robots.txt (and test first).
