You’re likely having JavaScript errors (you can check the browser’s console) and they could interfere with the AJAX call that is not triggering, thus having the tracking info showing up since ho “Yes” or “No” was sent to the server. To deactivate it, you can go to “Settings” — “Plugin Usage Preferences” — “Allow Usage Tracking”.
The CSS/JS manager is likely stuck because of a fetching error (it rarely happens). Check the AJAX call that takes place (in the browser’s console) and you might see the reason there (e.g. a PHP error). You can install the “Error Log Monitor” plugin that will report any PHP errors within the Dashboard (widgets area).
Indeed, there are unanswered tickets and my sincere apologies for this. They will get answered as soon as possible! There has been a lot of focus on the Pro version and problems that had to be taken care of as users kept writing feedback about it wanting all sorts of changes.
