Nags all users to update settings, even those without the capability

The plugin nags every single WordPress user when they log into the Dashboard… even users without the role or capability to change anything in Settings.
“The plugin Scissors and Watermark need to be set. Please visit the Settings page | Hide Notice.”
If the user does not have the capability or role to alter the settings, they should never see a nag message at the top of the screen directing them to a “settings” link that won’t work for them in the first place.
