named anchor missing in editor?

I want links created at the top of a page to targets later in the page.

I can insert the anchors (e.g. <a name ="name1"></a>) with HTML but think end users would prefer a button in the tinyMCE editor. I found a post in the forum where the answer was to go to the full editor However, in my version (V3.0 show/hide kitchen sink) it doesn’t seem to be there. Am I failing to do something?
