National words on UTF-8 fail in meta description

I have used version 1.2.8.7. For example: https://www.tweaks.pl/plyty-glowne/test-gigabyte-b75m-d3v/6/ On meta description I seen this fail: national words changed to “?” so text coming from “mo?e” to “mo?e”. I have utf8_general_ci in base and on website.
