Nav menu issues. Newbie here.

Ok I have read almost every thing on wp_menu (Nav).
I have watched videos and tried debuging with firefox – firebug plugin.and no matter what I do. I can not get this stupid thing to work.
This is what I want it to do. static HTML page.
