Navigation menu now not working upon entering site

    I am looking into this issue for a friend’s site that I did not build. I am not sure if this issue started with a WP version update or not. But, the top navigation on the site used to work normally and now it does not work until you have been on the site for a few minutes. The footer navigation works normally right away. It does this each time you go to the site, even when I am logged in as an admin, then go from the dashboard to the home page. I have no clue where to even start on this other than I deactivated all plugins (not very many) with no change. The other thing I noticed is that on inside pages, the page title overlaps the top menu area and all images do not load until you have been on the page for a few minutes as well.
