Naviugation on single.php not working properly.

My featured news page is a list for my featured news post. It post 10 articles at a time. When I use my previous and next navigation at the bottom of the page the links send me to the same page. How do I get the navigation to go to the previous or next 10 entries?

Is there something wrong with the placement of the navigation code in the loop?
