Necessary and Non Necessary Category

How do I make only Necessary and Non-Necessary Categories to show up when my audience clicks on Cookie Settings? The screenshot I shared has too many drop downs (even when I click on the necessary category it has many dropdowns)

I want to create something like this screenshot shows

There used to be Necessary and Non-necessary categories option separately in the dashboard but I think it’s changed now and I’m unable to find any solution.
