Need a plugin to automatically assign image settings

I need a plugin to assign image settings automatically

The 2 that I want:

– automatically set ‘Alternative Text’
I always name my images precisley, i.e. my-image-file-name.jpg – and normally without exception, my alternative text would be ‘My Image File Name’

– I don’t want the link for image to automatically be the image itself – I find this annoying and every single time after uploading an image, I have to click the button to get rid of this!!

Is there a plugin that does anything like the above?

If not, if I was writing my own plugin, where would I start?
