Need a Plugin to create a popout wheel with Text

Hi,

A (financial advisor) client wants a circle that looks a bit like a donut chart, only with text on the wheel, and when clicked, text pops up to explain the type of insurance, then another click on that pop up shows a client story. Has there been a plugin created to do that, or something similar? It doesn’t have to have numbers, only text.
