need help with a css issue

I’ve Googled a solution to this problem but nothing seems to work. If you look here, you’ll see that the footer (blue band) does not go to the bottom of the page – I have tried several different things but nothing has worked. Anyone know what’s keeping the footer from staying at the bottom of the page?
