need member plugin that allows specific access to files

Hi can anyone help please. I’m looking for a plugin that will allow me to register users, then be able to upload pdf files (with brief descriptions of the files) eg here is your report for 8/16/15– Then afford those users to download that pdf file. Each user will have a unique PDF file(s) to them and these files are NOT shared to all members, only to specific members. Once users are registered and have agreed to the terms conditions of use, then they can access their individual pdf files.

As well i need all of the standard front end user/pass authentication and access;password recovery etc. I need to be able to change a particular users ability to access a pdf file should I elect to do so.
