Need Plugin for an Open Debate Coalition type Website

I need help finding a plugin (most likely) or a theme that can host an Open Debate (https://opendebatecoalition.com/) type of event.

I am trying to find a way to host a website for our local elections that can work as an open debate forum. This is where candidates will agree to a debate, and then voters can either submit or vote on questions that will be posed to candidates. Most the plugins I have seen are Q&A and I need to be able to lock it down so that only questions (not answers) can be inputted. I also don’t want to have comments on the questions because the purpose is not to debate on the site itself, just to crowdsourse debate questions in an effort to get the most relevant questions to the actual voters asked to candidates instead of questions that are framed by the media or special interests. I have tried to reach out to the coalition and searched online for months now and have not had any success.

I would need:
1. User Log In Capability to ensure questions are from local residents and the results are not being manipulated (one person voting the same question multiple times).

2. Host multiple different debates for multiple elections (commission, school board, etc.)

3. Ability for users to submit questions

4. Ability for users to vote on the questions they like. Not sure if it should be just up votes or both up and down, open to either.

5. Ability to end voting on questions at a certain time.
