Need suggestion for specific product page

I am not fluent with Woocommerce but I believe it is overkill for what I am trying to do and I am looking for any suggestions, maybe a simple plugin anyone may be aware of. I am trying to achieve a multi-level listing like this:
Select a Manufacturer > this will generate a list of product titles.
Select a Title > this will generate a list of sub-titles

For the Manufacturer I only need a name
For the Titles I only need the titles (no descriptions or prices)
For the list of sub-titles I need a description + a link to a PDF.

This is something I would normally do in PHP but I would prefer to find a way in WordPress.
