Need to Apply to Cart Totals Only

Hi,
I am setting up a shopping cart for a client and I need the quantities to apply to the cart. I also need to have the incremental quantities apply to the cart. Is there a way to get this accomplished? Do you have a plugin that does this? I’d even pay for it.
