Need to develop a site with my subscribers frontend

I am trying to develop a site which has below workflow,

Customer can subscribe. only one subscription level,
they can submit links to us through a frontend form also will be able to see links submited by us for that customer only
he can have two option to either mark individual link as safe or unsafe
how to create frontend for each subscribers like this. not need many functions just we send them some links and they send us some links to process and we set the status of individual links which they can see after they login.
