Need to make a site

Guess I just need to create a one page theme with with the bullets that jump to each section of a one page site and add a slider in the first section.
Never had a bullet/jump menu like this before that floats on the right side, is that part of any themes or a plugin or just custom coded you think?
I suppose I could just use a theme that allows the logo in the center like flatsome or a few others.
Any suggestions ??
