Need to make my theme support comments on posts??

I’m VERY new to this coding stuff and I’m managing the wordpress site for a charity I volunteer for. There is lots of organisations around the country and a theme dedicated to the organisation has been developed which is what we’re using. They want us to personalise this as much as we want, so…

I want people to be able to comment on blog posts but as far as I can see there is no comments.php in the editor. Is there a way to add this element into the theme?
