Need to stop converting & to & in URL

Trying to redirect form submission using the following URL:
https://www.myorderdesk.com/Catalog/?Provider_ID=6930&CatalogID=1689gets changed to this:
https://www.myorderdesk.com/Catalog/?Provider_ID=6930&CatalogID=1689
which breaks the URL. does this on all sites & URLs
What am I doing wrong?
