Need to upgrade PHP version, server’s saying I have to start over completely

Running a WordPress Site, running the 5.2.3 version, a few basic plug-ins, as well as a Paid version of “Word Fence”; I’m getting the message in my WP Admin Dashboard that’s telling me to update my version of PHP.
I’ve checked with my web-host, before, about doing what is necessary to upgrade to a PHP7, such that I could then use that with my WordPress site.
But my web-host seemed to say that they have to move our entire site to a Dedicated server, on their web-host end, in order to activate PHP7.
This means I have to lose everything on our current WordPress site and re-install it again. I really want to keep everything as-is and keep our current design, all of our posts, just, everything having to do with our site, when I then put it back up on a new MySQL database, reinstall the site, etc.
How can I do this? Is Plugin: All-in-One WP Migration able to do such a thing, or is simply the two-pronged method of
1) using the FTP method to download all of the things via FTP and then re-uploading them to the public root
2) since my web-host does phpmyadmin, utilizing the https://www.ads-software.com/support/article/backing-up-your-database/ and https://www.ads-software.com/support/article/restoring-your-database-from-backup/ methods
Are these two steps all I would have to do? I’m just really really uneasy about losing everything, or the site not looking the same anymore after, essentially, obliterating it, and restoring it in this way.
