Nested comments not working – doesn’t go beyone depth-1

For some reason my WP won’t assign a class other than “depth-1” I clicked the “Enable threaded (nested)…” so I know that it is on. I am thinking there is something wrong with my comments.php – Do I need to have a comments-popup.php for this to work? Any help would be appreciated.
