    Scripts that are not in a WP plugin or theme need to be enqueued in PHP. This will be challenging to implement if you’ve no PHP or JavaScript experience. If you are very determined you might have a chance, but it’ll be an exercise of many frustrations.

    Your best option is to find a theme that already implements such a menu. If you otherwise don’t like the theme’s general appearance, it’ll be easier to apply some custom CSS than it’ll be to implement custom scripts for menu functionality.

    The best way to get everything you want would be to hire a developer to accomplish what you want. If you don’t already know of one, they can be found at https://jobs.wordpress.net/ or https://jetpack.pro/
